با توجه به تغییرات جمعیتی و تأثیر بحران مالی/اقتصادی، اصلاحات حقوق بازنشستگی تقریباً یک موضوع روزانه در هر روزنامه است. بحران حوزه یورو، ناشی از بدهی عمومی برخی از کشورها بحث حقوق بازنشستگی را از سطح ملی به سطح اروپا کشانده است. از جمله، بسیاری از کارگران در حال حاضر با اصلاحات عمیق بازنشستگی، در دو سطح رو به رو هستند که به وضوح این بحث را به شدت مبهم می سازد.
تا چند سال پیش، همه بر این موضوع که برنامه های بازنشستگی از یک طرف برای یک بازار کار انعطاف پذیر که به کارمندان مسن تر اجازه بازنشستگی بدهد و به جوان تر ها اجازه جایگزین شدن را بدهد و از طرفی دیگر بازنشستگان را از درآمد مناسب مطمئن سازد، تا آنها از بازنشستگی خود به طور مناسبی لذت ببرند، به وجد آمده اند. با وجود این فهم مشترک، به طور ناگهانی، حقوق بازنشستگان به عنوان موانع بودجه ای و ابزاری غیر منعطف شناخته می شود.
در سال 2010، فدراسیون اروپایی ساختمان و سازه های خانگی EFBWW، یک مطالعه تطبیقی را به عنوان مرجع بر روی برنامه های بازنشستگی (زود هنگام)، با استفاده از 14 کشور اتحادیه اروپا به علاوه سوئیس اجرا کرد. این گزارش غیر تصویری، سعی دارد خلاصه ای از گزارشات مهم قبلی را ارائه دهد . این 15 گزارش ملی، که همگی به طور جداگانه، در وب سایت (www.efbww.org) EFBWW در دسترس هستند . آنها برنامه های موجود بازنشستگی، احتمال بازنشستگی زودهنگام و برنامه های تکمیلی بازنشستگی را در صنعت ساخت و ساز با استفاده از تصاویر و آمارها، با جزئیات بیان کرده اند.

یک یافته کلیدی از EFBWW این است که در سطح اروپایی اطلاعات بسیار کمی در مورد ویژگی های برنامه های بازنشستگی ملی در صنعت ساخت و ساز، وجود دارد و هر طرح ملی به طور محکمی در جامعه ملی، اقتصاد، مدل مالی و سیاسی، تعبیه شده است. بر مبنای تفاوت های اساسی ملی، ما باید از خود بپرسیم که آیا بحث بازنشستگی در واقع همان بحث اروپایی است و تا چه حد اتحادیه اروپا در تنظیم مقررات بازنشستگی صالح است. بعضی از موضوعات مثل مشخص کردن سن بازنشستگی، در حال حاضر یک بحث اروپایی نیست. EFBWW، تردید خود را درباره اینکه تا چه حد باید و یا می توان با مسائل مربوط به بازنشستگی از طریق قوانین ثانویه اتحادیه اروپا، برخورد کرد، را دارد.
علاوه بر این اظهار نظر کلی، آیتم برجسته در هر گزارش ملی، ماهیت"سخت" کار ساخت و ساز بود که مربوط به نیاز اجازه بازنشستگی زودهنگام کارگران ساختمانی می شد. اگر چه صنعت ساخت و ساز به طور کلی به عنوان یک بخش دشوار اذعان می شود، مسئله ماهیت دشوار، اغلب توسط سیاستمداران در بسیاری از کشورها در بحث اصلاحات در حقوق بازنشستگی کنار گذاشته شده بود و یا نادیده گرفته شده بود. بدون هیچ شکی اینها و بسیاری دیگر از سوالات اساسی سیاسی در سال 2012 مطرح می شوند، زمانی که کمیته اروپا یک سال اروپایی را برای "کهنسالی فعال و همبستگی بین نسل ها" سازماندهی می کند، که در طی آن طرح های متعدد قانون گذاری مرتبط با مسائل حقوق بازنشستگی، مورد انتظار است

Due to the demographic changes and the impact of the financial/economic crisis, pension reforms are almost a daily topic in each newspaper. The Euro crisis, caused by the public debt in some countries has lifted the pension discussion from the national to the European level. As such, many workers are now confronted with deep pension reforms at two levels, which – obviously – have made the discussion extremely obscure.
Until a few years ago, everyone was in agreement that pension schemes are set up to ensure
on the one hand a flexible labour market, allowing for older workers to retire and for younger workers to replace them and on the other hand to ensure a sufficient income to the pensioners, in order to allow them to enjoy their retirement in decent way. Despite this common understanding, suddenly pensions are now perceived as budgetary obstacles and inflexible instruments.
In 2010, the EFBWW carried out a comparative study on (early) retirement pension schemes in the construction industry, using 14 EU countries + Switzerland as a reference point. This nonfigurative report tries to summarize the most striking provisions of the national reports. The 15 national reports, are all separately available on the website of the EFBWW (www.efbww.org).
They describe in detail the existing pension schemes, the possibilities of early retirement and the supplementary pension schemes in the construction industry using illustrations and statistics. The report would not have been possible without the contribution and support of various national experts. We are extremely grateful for their continuous input and expertise.
A key finding of the EFBWW study is that at European level very little is known about the specificities of national pension schemes in the construction industry and that each national scheme is strongly embedded in the national social, economic, financial and political model. Based on the major national differences, we should ask ourselves whether the pension debate is really a European debate and to which extent the EU is competent in regulating pension issues.
Some topics, such as setting the retirement age, is certainly not a European debate! The EFBWW has its doubts to what extent pension matters should or could be dealt with through EU
secondary law.
In addition to this general remark, a prominent item in each national report was the
“arduous” nature of construction work, linked to the need of allowing building workers to
retire earlier. Although the construction industry is generally acknowledged as being an
arduous sector, the issue of the arduous nature was often put aside or neglected by politicians in many countries during the pension reform debates.
Without any doubt these and many other fundamental policy questions will be raised in 2012, when the European Commission will organise the European year “for active ageing and solidarity between generations”, during which various legislative initiatives related to pension issues
are expected.
